The issues identified near Alphington Primary School include:

  • Traffic congestion, parking and pedestrian safety issues at school drop-off and pick-up times.
  • Confusion / compliance with the current part-time one-way operation (note some cars park early and then leave in opposing direction to one-way flow).

Treatments for consideration:

  • Full-time one-way operation on Yarralea Street, Adams Street, Gibson Street and Phillips Street to support simplified traffic flow. This includes:
    • One-way southbound on Yarralea Street between Gibson Street and Phillips Street.
    • One-way eastbound on Phillips Street between Yarralea Street and Adams Street.
    • One-way northbound on Adams Street between Phillips Street and Gibson Street.
    • One-way westbound on Gibson Street between Yarralea Street and Adams Street.
  • Pavement marking / traffic islands could be implemented to support one-way operation. These traffic islands could comprise of garden beds with planting and/or trees.

  • Provide simpler traffic flows and reduce weaving between oncoming traffic.
  • Provides narrow points or similar measures to improve compliance with the one-way arrangement.
  • Reduces complexity & confusion and improved compliance with the full-time operation.

  • Increased traffic in Phillips Street and Adams Street:
    • Phillips Street and Adams Street (south of Oakes Street): anticipated around 20 additional vehicles an hour
    • Adams Street (north of Oakes Street): anticipated around 5 additional vehicles an hour
    • There are no noticeable change in volumes on Yarralea Street, Foulkes Street or Gibson Street anticipated.
    • Note: There are no change in volumes expected during school drop-off and pick-up time
  • As part of this study, we are also suggesting a full-time one-way operation on Adams Street (north of Gibson Street) and Foulkes Street. Please refer to the treatment page using this link for more information. It is anticipated that these two treatments when both implemented will provide a complete and safe alternative route for vulnerable road users.
