A temporary shared zone was introduced on Rose Street between Spring Street and Brunswick Street in 2021, based on recommendations from a Local Area Traffic Management (LATM) study.

A follow-up study in July 2025 found that the shared zone generally worked well. However, issues such as ongoing maintenance requirements, limited functionality and concerns around street appearance remain due to the use of temporary infrastructure. Rose Street also faces other challenges such as difficulties with bin storage and collection, and occasional anti-social behaviour.

To address these concerns and improve the area, Council is funding a study to investigate a permanent shared zone design and explore practical ways to manage traffic to make Rose Street safer and more accessible for everyone.

We will be exploring permanent shared zone design options to replace the temporary infrastructure, including the possibility of introducing one-way traffic restrictions in either direction. The additional space created can be used to support a more people-friendly environment such as wider footpaths, outdoor seating and street greening.

We’re also exploring ways to make walking and cycling better as part of this study.

If traffic restrictions are not suitable for Rose Street, Fitzroy we’ll consider other options like traffic calming to help manage vehicle flow and improve safety.

Physical changes like one-way streets are often an effective way to reduce traffic.

A one-way design can create extra space for wider footpaths, outdoor seating, and street greening, supporting a more attractive and people-friendly environment.

Other options such as lower speed limits or traffic calming can also help but may have a smaller impact.

Expert independent consultants will assess the current shared zone conditions for all road users. They will collect and analyse travel data, access requirements, investigate permanent infrastructure options, and evaluate the impacts of a one-way arrangement.

Any proposed traffic changes will need DTP’s support and approval. DTP will assess the potential impacts and determine whether the changes meet acceptable standards before any traffic restrictions can be implemented.

Yes. We’ll seek feedback from emergency services, and their input will be shared with the community during the next stage of consultation.

While this study focuses on Rose Street, Fitzroy and how a permanent share zone could work, we understand that changes here could have an impact on nearby streets.
