What we're doing

Council is committed to improving road safety in Yarra.

Based on expert traffic advice and feedback received from the community during the first stage of consultation, we’ve developed three concept options to improve road safety on Little Turner Street, Abbotsford.

Now it’s over to you to tell us what you think of the three options and if you have any other feedback.

Why we're doing it:

As Yarra grows, we want to ensure our streets accessible, safe and supportive of the community’s needs. This project brings together expert analysis and local knowledge to help guide street improvements that work for the people who use them every day.

The first stage of consultation highlighted community concerns about vehicle speeds, pedestrian and cyclist safety, and visibility, with broad support for changes to improve safety for all road users.

Each draft concept option has been developed to improve safety outcomes and respond to increasing activity in the area, while ensuring the street continues to operate effectively. This includes balancing the needs of pedestrians, vehicles and cyclists within the constraints of a narrow street.

The one-way westbound and eastbound concept options include high-level consideration of how existing and anticipated traffic will potentially be redistributed in surrounding streets. There will be detailed traffic modelling required should either of these options progress further.

Any changes to traffic conditions would require approval from the State Government Department of Transport and Planning (DTP) following any Council decision.

Proposed changes on all concept options:

  • Shared zone (20km/h speed limit)

    A new shared zone throughout Little Turner Street, Abbotsford with a 20km/h speed limit,

  • 15 minute loading zones

    All existing loading zones along Little Turner Street, Abbotsford to be limited to 15 minutes.

  • Continuous footpath treatments

    New continuous footpath treatment at points where side streets intersect with Little Turner Street to improve existing pedestrian priority.

  • Pavement treatments

    Contrasting pavement and different materials at entrances and along the street will help reinforce it's a shared space for all road users.

  • Remove left turn ban on Johnston Street

    Remove existing left turn ban on Johnston Street onto Trenerry Crescent from 4pm to 6:30pm (Monday to Friday) to improve resident access.

  • Street lighting considered

    New street lighting has been considered along the northern side of Little Turner Street, Abbotsford. This consideration requires further investigation and will be progressed separately from the road safety study.

DTP support and important considerations

DTP has provided an initial indication of support for each of the concept options. They have also highlighted that any one-way street treatment (options 1 and 2) would require a future traffic study of the area, which would delay implementation of these changes. However, option 3 could still be progressed without delay.

Community feedback will help inform the next steps and decision making. We appreciate that some of the ideas we are presenting could change how you access Little Turner Street when you drive. We believe that these suggested ideas could provide relative safety benefits to the street, however no decision has been made.

Stage 1 engagement, project timeline and frequently asked questions

Stage 1 engagement in October and November 2025

Thanks to everyone who took part in the first stage of consultation on Road Safety in Little Turner Street, Abbotsford. The first stage of consultation highlighted community concerns about vehicle speeds, pedestrian and cyclist safety, visibility and access with broad support for changes to improve safety for all road users.

The feedback was used alongside traffic and safety findings by expert traffic consultants to develop the concept options for Little Turner Street.

Who did we hear from?

There were 257 visitors to the to the Your Say Yarra page, and 65 survey participants.

Around 84% of respondents indicated that they lived in Abbotsford.

We also spoke with 29 people at our in-person events.

What did we hear?

Theme 1: Vehicle speed and traffic calmingAll concept options for stage 2 include a new 20km/hr speed limit and pavement treatments to support slower shared environment.
Theme 2: Street direction – one-way or two-wayThe concept options for stage 2 include eastbound one-way, westbound one-way, and two-way traffic. No decision has been made yet.
Theme 3: Traffic volumes, rat-running and cut-through behaviour

Feedback highlighted that the mixing of traffic, pedestrians and cyclists in a constrained street without clear priorities or dedicated pedestrian and cycling infrastructure creates safety and comfort concerns. The concept options for Stage 2, including the new 20km/h speed limit and shared zone aim to address these behaviours and provide clear priorities.
Theme 5: Lighting, personal safety and antisocial behaviourPublic street lighting has been considered as part of this project. However, this will be progressed separately due to long approval timeframes from external authorities, and further assessments required.
Theme 6: Deliveries, loading zones and heavy vehicles
We're proposing to reduce the existing 30 minute loading zones to 15 minutes throughout the street to discourage longer term stays.
Theme 7: Intersection visibility, access and parkingParking changes have been proposed at intersections (Trenerry Crescent, Rich Street and Lulie Street) to improve visibility and safety.
Theme 8: Construction impacts and overdevelopmentThis Road Safety Study focuses on addressing long-term road safety issues. Construction impacts aren't able to be addressed as part of this project but will be shared with Council’s Construction Permits team and Planning team for consideration.
Theme 9: Street amenity, cleanliness and greeningWhile a shared zone including surface treatments and potential lighting upgrades aims to improve overall safety and comfort for road users, more specific requests regarding street amenity and streetscaping aren’t able to be addressed as part of this project. This feedback will be shared with Council’s Parks and Open Spaces team for consideration.
Theme 10: Broader area and networkFeedback in this theme mainly highlighted issues outside of Little Turner Street, which will be shared with internal teams and DTP for their consideration.
Theme 11: Opposition to changeFeedback was also received that the street functions well and should not be changed.
