What we're doing

Council is committed to improving road safety in Yarra.

Based on expert traffic advice and feedback from the community during the first stage of consultation, we've developed four concept options to improve road safety on Rowena Parade, Richmond.

Now it's over to you to tell us what you think of the four options and if you have any other feedback.

Why we're doing it

As Yarra grows, we want to ensure our streets are accessible, safe and supportive of the community’s needs. This project brings together expert traffic analysis and local knowledge to help make street improvements that work for the people who use them every day.

The first stage of consultation highlighted strong community concern about high traffic volumes, rat running and safety issues on Rowena Parade, with broad support for measures that would reduce through traffic and improve safety for all road users.

Each option has been assessed for potential traffic impacts, including the likelihood of traffic redistribution to nearby streets. Given the nature of the potential impacts, any option progressed beyond this study would require further detailed traffic modelling.

Any changes to traffic conditions would require approval by the State Government Department of Transport and Planning (DTP) following any Council decision.


The four concept options for Rowena Parade:

Changes that are the same for all concept options:

  • New speed humps and speed cushions

    Throughout Rowena Parade to reduce vehicle speeds.

  • New pedestrian zebra crossings

    At Rotherwood Street intersection and Lennox Street roundabout on Rowena Parade, Richmond.

Community feedback will help inform the next steps and decision making. Some of these options include changes to the traffic direction of the street. We appreciate that some of the ideas we are presenting could change how you access Rowena Parade, Richmond and may result in slightly longer journey times when you drive. We believe these ideas could provide relative safety benefits to the street, however no decision has been made.

Stage 1 engagement in October and November 2025

Thanks to everyone who took part in the first stage of consultation on Road Safety in Rowena Parade, Richmond. The first stage of consultation highlighted community concerns about high traffic volumes, rat‑running and safety issues on Rowena Parade, with broad support for measures that would reduce through‑traffic and improve safety for all road users.

Safety concerns were identified through community feedback and analysis by expert traffic consultants.

Who did we hear from?

There were 552 visitors to the Your Say Yarra page, and 191 survey participants.

Over 84% (162) indicated that they were local residents who lived on or near Rowena Parade, Richmond.

We heard that community wanted Council to focus on the following areas:

Theme 1: Punt Road and Rowena Parade intersectionAll concept options include changes to the Punt Road and Rowena Parade intersection to improve road safety and to support potential one-way traffic arrangements. We heard that the narrow width at the Rowena Parade entrance leads to traffic blockages, and that cyclist safety could be improved at the intersection. The concept options include one-way traffic options or the removal of parking at this location to address these concerns.
Theme 2: Traffic restrictions We heard that traffic volumes were seen as too high and unsuitable for a narrow street. The concept options include one-way traffic options and traffic calming measures aimed at addressing these concerns and improve road safety.

We heard that non-local traffic using Rowena Parade as a throughfare contributes to high traffic volumes, creating congestion and safety concerns, particularly during peak periods and major events. The concept options aim to reduce this, take a look at the traffic impacts in each option to understand the traffic reduction expected.
Theme 5: Vehicle speedsAll concept options include traffic calming measures aimed to reduce vehicle speeds.
Theme 6: Walking and cycling Key concerns in this theme include poor pedestrian visibility due to parked cars, constrained footpaths, and insufficient cycling infrastructure. Together this creates significant safety risks for pedestrians and cyclists, especially children. The concept options aim to improve pedestrian and cyclist safety with new pedestrian zebra crossings and cycle lanes for the one-way options.
Theme 7: ParkingThis Road Safety Study focuses on addressing road safety issues on Rowena Parade. Parking concerns aren’t able to be addressed as part of this project but will be shared with Council’s parking enforcement team for consideration.

All concept options will impact some on-street parking spaces on Rowena Parade to support road safety treatments and one-way traffic operations.
Theme 8: Other (road conditions, request for a new pocket park and other streetscaping)This Road Safety Study focuses on addressing road safety issues; any feedback related to this topic will be addressed as part of the changes proposed to the street.

Street amenity and streetscaping requests aren't able to be addressed as part of this project but will be shared with Council’s Parks and Open Spaces team for consideration.
Theme 9: Rotherwood Street, Rowena Parade and Alfred Street intersectionsAll concept options developed include a new pedestrian zebra crossing on Rowena Parade at the Rotherwood Street intersection to improve pedestrian safety, visibility, connectivity.

Theme 11: Lennox Street
While The Vaucluse and Lennox Street both connect with Rowena Parade, this study primarily focuses on changes along Rowena Parade. Concerns related to these streets will be considered separately by Council’s Traffic Engineering team.
Theme 12: Lennox Street and Rowena Parade intersectionAll concept options include new speed cushions, pedestrian zebra crossings and colour contrast treatment for the roundabout at this intersection aimed to improve road safety.
Theme 13: Arterial roadsArterial roads like Punt Road are managed by DTP, but feedback from the first stage of the consultation will be used alongside expert traffic consultants' findings to advocate for changes to improve road safety on Rowena Parade.
Theme 14: Other local streetsWhile this study focuses specifically on Rowena Parade, we have also considered community feedback about nearby streets that might be affected by any one‑way changes. This input helped us understand possible impacts on safety and traffic movement on the surrounding area.
Theme 15: General feedbackFeedback about seasonal traffic variations has been considered as part of the traffic analysis undertaken by expert traffic consultants.
