Three new Design and Development Overlay Schedules (DDO51, DDO52 and DDO53) have been developed for the commercial precincts in Cremorne.
The new controls are proposed to manage the scale and design of development of land and provide certainty for Council, landowners and the community. They aim to balance accommodating employment growth with protecting the precinct’s valued character and heritage fabric and minimising amenity impacts.

Street wall: the facade of a building at or near the street boundary.
Street wall height: the vertical distance between the top of the street wall and the footpath.
Upper level setback: the horizontal distance between the top of the street wall and the upper levels of a building.
Restrictions on new development from blocking natural light reaching public spaces and key footpaths.
A set of requirements for new developments which can include how far apart a new development needs to be from an existing property.
Before the Minister for Planning approved interim and/or temporary planning controls for Cremorne, there were limited planning controls in place to guide development in Cremorne. There were no area-wide controls on building heights or setbacks from the street.
That is why Council has prepared three Design and Development Overlays (DDOs) for the areas.
An all-inclusive approach was taken to guide potential development across the three commercial areas in Cremorne. By creating the DDOs for each of these areas at the same time, we were able to consider the similarities and differences between each activity centre and make sure the DDOs are consistent.
We have also provided further guidance in the local policy about the types of development the Yarra Planning Scheme Amendment is aiming to achieve, which includes objectives and guidelines. These can be viewed in full as part of the Amendment ordinances in the Exhibited Documents.
At the moment, there are temporary requirements (three interim DDOs) that apply to the area. Unless extended, these temporary requirements will expire on 29 January 2027.

The permanent requirements that are proposed in Amendment C318yara would replace these interim DDOs.
