Council has released a revised version of the Cremorne Urban Design Framework (UDF) for further comment.

This revised version responds to community feedback received when a draft version of the UDF was presented for consultation in November and December 2022. You can learn more about the consultation and its outcomes here.

Council considered the feedback on the draft in September 2023 and endorsed the revised UDF for further consultation alongside a planning scheme amendment. Learn more about what was presented at the Council Meeting here.

We’re now seeking your feedback on the revised version of the UDF. The feedback will help Council finalise the document.

What is an Urban Design Framework?

The Urban Design Framework (UDF) is a plan to shape Cremorne's future. It builds on the vision established in the Cremorne Place Implementation Plan and is supported by feedback provided by the community, local businesses and technical experts that we have gathered over the last five years.

The UDF aims to build on the things that residents, workers and visitors love about Cremorne and strives to make it even better.

The UDF identifies:

  • opportunities for new public spaces
  • better connections to the Yarra River
  • improvements in public transport
  • improvements to Cremorne’s streets to make walking and cycling easier
  • planning controls to guide new development and protect heritage buildings

What has changed within the UDF?

In response to your feedback in 2022, we’ve made some changes within the revised UDF. A summary of key changes is outlined on the first page of the revised UDF.

Some key changes include:

  • Conducted a comprehensive review of the street and movement options to create some new alternatives. This includes:
    • creating a revised Future Movement Network
    • changes to street sections
    • updated designs for the five identified hotspots
  • Continued discussions with the Department of Transport and Planning to make sure these proposed transport options are viable long term.
  • Undertaken work on the built form recommendations for Cremorne. This includes:
    • adding criteria to assess preferred building heights
    • encouraging street setbacks for all sites across Cremorne
    • limiting development to construction to one side wall only on narrow sites
    • adding a new action to undertake a desktop survey that will identify sites of potential historical archaeological significance
    • identifying 44-character buildings to be retained moving forward

We're now able to exhibit the revised Cremorne Urban Design Framework and draft Amendment C318yara for community submissions.


Elements of the Urban Design Framework include:

The UDF is structured around four parts:

  1. Introduction
  2. Themes
  3. Precincts
  4. Delivery.

Under each of the five themes, there is a set of objectives and actions which will help deliver the vision for Cremorne.

The UDF also highlights the distinct commercial and residential precincts within Cremorne. This section details the vision and design objectives for each precinct and strategic sites.

These form the basis for the Ten Key Moves which summarise the key directions and outline some of the “big ideas” for the entire Cremorne precinct.

These ten 'moves' incorporate the key feedback that we heard from the community as part of the Future Cremorne consultation.

  • Grow Cremorne’s commercial core as a global tech and enterprise precinct

  • Cremorne Street and Church Street as the key spines of the enterprise precinct

  • Bendigo Kangan Institute campus reimagined as a creative and digital, education and community hub

  • Retain Cremorne’s unique residential neighbourhoods in amongst respectful commercial development

  • Celebrating the unique history of Cremorne’s industrial and residential past

  • Redesigned road network which prioritises active and sustainable transport

  • Enhanced links to revitalised Richmond and East Richmond Stations

  • A network of open space that links to neighbouring spaces outside of Cremorne

  • An exemplary environmentally sustainable precinct

  • Reconnecting Cremorne to the river corridor

Precincts

The UDF highlights a vision for Cremorne West, Railway, Church Street and Birrarung Precincts and how this will be achieved.

There are also seven strategic sites across the precincts that have the capacity to accommodate growth and change over time. These require further strategic investigation with each site having its own vision and design objectives to guide future work.
