    The event will include a free Bike N Blend smoothie stand, music and a bike maintenance station.

What did we hear as part of the first stage of engagement?

What we heard:How did we respond:
Road width
  • Cyclists are forced to ride close to parked cars, placing them at risk of ‘dooring’
  • Dangerous for families and kids to ride side by side
  • No room for bikes to overtake
  • Not much room to react safely to a pot hole or a parked car's opening door.
All concept design options significantly reduce the risk of ‘car dooring’.

Option 1 for both South and North provide an environment for people cycling and driving to share the full width of road space, away from open car doors.

Option 2 (North) provides physical protection from open car doors.

Option 2 (South) provides a wider, compliant painted bike lane with more space for people cycling to ride away from open car doors and moving vehicles.
Speed limit
  • 30km/h speed limit is supported, or
  • 30km/h is not supported
The concept design for Option 1 (North) proposes reducing the existing 40 km/h speed limit to 30 km/h between Hodgkinson Street and Alexandra Parade. This is subject to DTP approval.

No other speed limit changes are proposed.
Pedestrian crossings
  • It felt dangerous to cross roads as a pedestrian, and pedestrians felt ‘rushed’ by bikes and cars
  • It can be challenging for cyclists to see pedestrians
All concept design options include improvements for pedestrians. These include new and/or upgraded crossings, improved sightlines and lower traffic speeds and volumes.
Cars from side streets
  • Cars regularly ‘turn blindly’ or drive across the bike lane due to visibility issues and queue over the bike lane to see oncoming traffic more clearly.
  • Cars (including Ubers, couriers and taxis) often stop in the 'no stopping' area, blocking the bike lane forcing cyclists out into traffic.
Any design will ensure compliance with driver sightline and other relevant safety design standards and guidelines.
Bike lanes
  • Current bike lanes are too narrow.
  • There is a high risk of car dooring due to parallel on-street parking, particularly during morning and afternoon peak hour.
  • Traffic flow has increased through neighbouring streets south of Johnston St, as cars are not able to turn at Alexandra Parade.
  • The separated lanes south of Johnston St have impeded motorist’s sightlines when turning into the street.
All concept design options would improve safety for people cycling, walking, wheeling and driving. This is achieved in different ways in each option.

The scope of the project includes neighbouring streets and traffic modelling has been completed as part of the design process, including neighbouring streets. Council will ensure that any negative impacts on neighbouring streets are considered and necessary mitigation measures are introduced.
Cyclists and road rules
  • Cyclists do not always obey road rules
Council has no authority to make or change road rules, and very limited authority to enforce.
Car parking
  • Cars regularly park outside the lines, further narrowing the space available for cyclists.
  • People often park in the bike lane (e.g., out front of construction sites).
  • People with disabilities need accessible parking spaces.
  • Some businesses require parking/access on Wellington Street for deliveries, customers and patients (especially those with accessibility issues).
  • Removing car parks would push parking onto narrow side streets.
Each concept design option proposed different changes to on-street car parking. This will include measures to prevent and discourage illegal parking.

Council has collected and continues to collect extensive data on car parking supply and use on Wellington Street and in surrounding areas. Specific needs such as accessible parking and loading will be considered as part of this community engagement, building on the results of the initial community engagement.

Road surface
  • There are potholes, cobblestones, tree roots, litter, leaf fall, glass and other debris.
  • Travelling north from Johnston Street there are inspection covers, manholes and grates making it bumpy and dangerous, forcing cyclists to swerve close to traffic.
Construction of this project is planned to include asphalt surface maintenance and upgrades to the road condition of Wellington Street. This is subject to the concept design, associated costs and construction dates being confirmed.
