Why we are reviewing our waste services and developing a Strategy

The waste industry is changing rapidly across the world, and the cost of managing waste is increasing every year. Every Council is facing the same challenge, and as a community we will need to make some decisions to ensure our waste services remain sustainable for the future.

To develop a Waste and Recycling Strategy and ensure we have a waste service that is sustainable and meets the needs of future generations, help us to understand your experiences and views on waste and recycling services by completing the survey below.

Section 1: Our current waste and recycling service

What kerbside services do Council offer?

In Yarra, households who access Council run waste collection currently pay for and receive the following services through a Household Bin Waste Service Charge. Businesses who pay for the Council run waste collection receive the 4 bin streams but are not eligible to receive the Hard rubbish collection service.
  • Red-lid rubbish bin (collected weekly)

    11,874 tonnes collected in 2024/25

  • Yellow-lid recycling bin (collected fortnightly)

    3,629 tonnes collected in 2024/25

  • Purple-lid glass bin (collected fortnightly)

    2,045 tonnes collected in 2024/25

  • Green-lid FOGO (collected weekly)

    *Food Organics, Garden Organics

    3,007 tonnes collected in 2024/25

  • Up to two collections of hard rubbish each year

    10,171 collections booked in 2024/25


What if I don't receive a Council waste collection service?

Some apartment buildings and businesses pay for a private waste and recycling collection service and do not pay Council for a Household Bin Waste Service Charge. One way to check if you have a Council or private waste service is to check your bins for a Yarra logo.

Section 3: Yarra's household bin waste and recycling service charges

How do we cover the costs of these waste services?

In 2023, Council resolved to separate the Household Bin Waste Service Charge from general rates to maintain the viability of Council’s waste service in the face of rising costs without impacting the financial sustainability of Council.

Potential options for household waste bin and recycling service charges

Yarra was the last council in Victoria to either separate waste service charges from general rates or make a commitment to introduce one in 2023/24. Waste services are managed differently around the world.

Much of how we deliver waste services is mandated by the State and Federal Governments however, we want to deliver these systems and services as successfully and sustainably as possible while ensuring they fit our unique Yarra community.

Future options to manage waste in our community

Where do we send our waste in the future?

By 2035, landfills in Melbourne are forecasted to be at capacity.

The State Government has developed a Plan that explores alternative options to manage waste moving forward including the use of Waste to Energy facilities.

These facilities use the following methods to generate electricity, heat, and fuels from waste materials that would otherwise go to landfill:
