Thank you for telling us what you think about the potential use of approximately 2,000m2 of land behind Collingwood Town Hall to develop new affordable key worker housing.

We are currently reviewing your feedback and the engagement results will be brought back to a Council Meeting in early 2026. These results will help inform Council's decision on whether or not to lease or sell the land and start a competitive process to select a development partner.

Project background

Yarra City Council is committed to identifying opportunities to incentivise genuinely affordable housing options as part of our Council Plan 2025-29.

In line with this commitment, Council is considering the lease or sale of approximately 2,000 square metres of land at the end of Eddy Court in Abbotsford behind Collingwood Town Hall. This consultation on the proposal is in line with Sections 114 and 115 of the Local Government Act.

The lease or sale would be for the purpose of developing new key worker housing designed for people who work in the City of Yarra. This affordable housing would allow workers who traditionally can’t afford rent in Yarra to settle in the city they work in.

What will the development look like?

As a development partner is yet to be appointed, we don’t know the final details or appearance of this space.

However, should Council decide to proceed with either the lease or sale of the land, we will require the development to be a high-quality building as a condition of the agreement. We’ve also identified key requirements for any future development to ensure it provides adequate benefit to the community. As part of these requirements, any future development will need to be:


Who has responsibility for the building and is Council responsible for ongoing maintenance?

If this key worker housing project proceeds, the land will be made available for lease or sale to a development partner who would take on responsibility for the design, planning permit, construction, and operation of the housing. This arrangement means it's unlikely there would be any ongoing cost to Council or ratepayers.

What happens if the project does not proceed?

If the project does not proceed, the existing use of the land as a carpark will remain.
