The draft Universal Design and Disability Inclusion Policy

The Universal Design and Disability Inclusion Policy replaces the Access and Inclusion Strategy 2018–2024.

The new policy establishes Council’s priorities in creating a more inclusive, accessible and welcoming community for people of all abilities.

This Policy demonstrates a commitment to a universal design approach.

Universal design means creating things so they can be used by as many people as possible. It helps people with disability and makes things easier for everyone.

What are Universal Design principles?

Universal design includes:
  • Physical access for all abilities

    Provide ramps, wide paths, accessible toilets, and seating.

  • Sensory supportive environments

    Create quiet areas, low-glare lighting, and reduced background noise.

  • Easy to see information

    Use high-contrast signage, large fonts, braille, and tactile maps.

  • Easy to hear information

    Include hearing loops, clear announcements, and visual alerts.

  • Easy to understand information

    Use plain language, simple guides, and predictable layouts and formats.

  • Multiple communication methods

    Offer information in print, digital, pictograms, captions, and alternative formats.

  • Comfort and rest opportunities

    Provide seating, rest areas, and non-slip surfaces.

  • Intuitive navigation

    Design clear wayfinding, level entrances, and accessible paths.

  • Flexible spaces and delivery

    Ensure adaptable space and facilities, programs and services to accommodate all need.

  • Inclusive and responsive services

    Person-centred services and supportive interactions for people of all abilities.

Priority areas

The Universal Design and Disability Inclusion Policy outlines 6 key priority areas that Council will focus on to help make Yarra more accessible and inclusive. These priority areas are based off your feedback during the first stage of this engagement and input from the Yarra Disability Advisory Committee. The priority areas are:
  • Priority 1: Accessible places and transport

    Improve Yarra's buildings, parks, streets and transport to ensure equitable access and inclusion.

    • Improve Council buildings, facilities, and open spaces to achieve the best possible accessibility outcomes.
    • Improve footpaths, kerbs, lighting, and other elements of the public realm.
    • Improve transport access, accessible parking, wayfinding and connected paths of travel.
    • Partner with people with disability to identify access barriers and shape upgrades.
  • Priority 2: Inclusive services and information

    Deliver Council services, programs and information in ways that everyone can access and participate.

    • Design all Council services and programs to be inclusive, flexible and responsive.
    • Make Council's website, online services and materials accessible.
    • Offer multiple communication pathways and accessible customer service options.
    • Use inclusive consultation and engagement methods.
  • Priority 3: Inclusive participation and employment

    Council can use its role as a civic leader, partner and connector to encourage inclusive practices, strengthen pathways and promote opportunities across Yarra.

    • Promote inclusive employment and leadership in Yarra.
    • Encourage local employment participation pathways.
    • Support Yarra sports clubs, recreation groups, arts and volunteer organisations to be more inclusive.
  • Priority 4: Fairness and safety

    Build a community where people with disability feel safe and supported.

    • Advocate to state transport authorities for more accessible public transport.
    • Support local businesses and events to improve accessibility.
    • Promote accessible housing options, including advice on heritage-related upgrades.
    • Strengthen access to food relief, outreach programs and community support.
    • Improve emergency preparedness information and support for people with disability.
  • Priority 5: Belonging and celebration

    Promote disability inclusion, pride and belonging in Yarra.

    • Increase the representation of people with disability in Yarra's communications, cultural outputs and public art.
    • Celebrate awareness days and events that promote disability pride.
    • Acknowledge the essential role of carers and support their wellbeing.
    • Promote opportunities for people with disability to engage in local arts, culture, community life and volunteering.
    • Create and promote inclusive events for people with disability and carers.
  • Priority 6: Effective data and reporting outcomes

    Collect meaningful data, track progress and keep improving disability inclusion across Council.

    • Collect high-quality disability data across surveys, engagements, programs and service reviews.
    • Embed evaluation and continuous improvement across Council.
    • Strengthen transparency and organisational accountability.
