In February 2020, Yarra Council requested interim Design and Development Overlay Schedule 18 (DDO18) and interim Heritage Overlays HO511 and HO512 (HOs 511/512) be prepared to respond to growing development pressure in the commercial pockets along Heidelberg Road.

What does the overlay do?

Interim DDO18 aims to strike a balance between protecting heritage buildings and low-scale residential properties whilst allowing commercial and mixed-use development in the commercial pockets along the corridor.

Bulk requirements relate to front setbacks, street wall height, setbacks for upper levels, building height and transition of potential development towards residential properties at the rear. The DDO also includes requirements and guidelines regarding overshadowing, facade design, transport and access and others.

What happens after this?

Once adopted by council – potentially in late 2021 – interim DDO18 and interim HOs 511/512 would be part of a planning scheme amendment and be formally exhibited. During the exhibition period you will be able to ask questions and make a formal submission.
