The 10-Year Asset Plan has been adopted at the Council Meeting on Tuesday 14 October 2025

Project background:

In line with the Local Government Act 2020, the following strategic plans are legislatively required to be reviewed and developed using deliberative engagement principles and practices and each Council’s Community Engagement Policy:  

  • Council Plan 
  • Community Vision 
  • Municipal Public Health and Wellbeing Plan
  • Long-Term Financial Plan 

The engagement approach that was undertaken for all documents listed above was also undertaken for the 10-Year Asset Plan. This approach has included:    

  • Stage 1: Social Research and broad community engagement via Your Say Yarra online engagement platform and community pop ups – capturing both a baseline understanding from a representative sample and a broad understanding of our community’s expectations and priorities for Yarra.    

  • Stage 2: Deliberative process – representative community working group deliberating over a specific dilemma and providing recommendations for Council’s consideration. You can read more about this process here.

Stage 3: The final stage took place from Friday 11 July to 9am on Monday 11 August 2025. This followed the adoption of the Council Plan, Community Vision Reflection and Update and Financial Plan in June 2025. Within this stage, the draft 10-Year Asset Plan was available for community to review and provide feedback on. This consultation happened concurrently with the consultation on the draft Community Infrastructure Plan and draft Municipal Public Health and Wellbeing Plan that underwent similar engagement processes to inform their development.

Issues raised

Officer response

The balance between heritage and modern standards

The wording in the deliberative community engagement section was updated to reflect that the community working group recommended Council consider a balance between heritage and modern standards including accessibility.

The Enterprise Resource Planning’s (ERP) impact on asset management

Council’s opportunities were updated to reflect that the ERP will empower decision making through more data being available.

Integrating open spaces into kerbside

The open space opportunities were updated to reflect that Council is looking to how open spaces can be integrated into existing kerbside environments.

Site specific concerns

Issues relating to particular locations (e.g. condition of specific sections of footpaths) are being actioned through Council’s operational processes.

Relating to specific projects/strategies

This feedback was passed on to the relevant departments for incorporation in their engagement processes.


What happens next?

At the Council Meeting on Tuesday 14 October 2025, Council adopted the 10-Year Asset Plan, a document informed by three stages of community engagement and extensive reviews by asset management specialists. This document is a roadmap that enables Council to understand the long-term impacts of asset decisions and ensures effective asset use.
