Council adopts the Concept Design for Annettes Place

At the Council Meeting, on Tuesday 9 June 2026, Council adopted the Concept Design for the Annettes Place upgrade.

Project background

In 2025 we began the process of planning an upgrade for Annettes Place in Richmond. Before we began drafting a Concept Design, we asked for your help to understand the priorities and needs for this park. You shared your ideas on what you would like to see in the design for this improved space.

We heard from 79 people through our online survey and spoke to members of the community in-person at our pop-up event.

We used this feedback from the stage 1 consultation to develop a draft Concept Design.

In February of 2026 we asked you to provide feedback on this draft Design and let us know:

  • if the playground shown in the draft Concept Design is a space you or your family or children would like to visit and play
  • if the play features shown in the draft Concept Design, offer a wide variety of play options, providing something for everyone
  • which proposed key park features are the most important to include
  • any other comments and suggestions you may have about the draft Concept Design.

Who did we hear from?

What we heard and how it influenced the Concept Design

Community feedback on the draft Concept Design was generally supportive of the play area and low impact improvements such as more seating and improved grass surfaces.

Suggested changes to the draft included feedback from parents requested more play equipment for younger children.

Participants also shared concerns about people on bicycles moving through the dog off lead area.

Adjustments were subsequently made to the draft Concept Design to include elements to encourage safe cycling in the park.

What happens next?

At the Council Meeting held on Tuesday, 9 June 2026, Council adopted the modified Concept Design for Annettes Place.

The adopted Concept Design expands play opportunities for children of different ages and abilities while adding picnic facilities, native canopy trees and natural buffers between active and passive areas of the park.

The upgrade includes a broader range of accessible junior play, nature play and senior play to the north, three types of swings, a shaded picnic setting, additional seating and an accessible drinking fountain to better serve families using the reserve.

One prominent change from the draft which was decided at the Council Meeting, was the removal of a proposed path connection through the reserve. This decision was made by Council after residents raised concerns about off-lead dogs, children and people on bicycles being in the same space in the park.
